Sure you can.

WAP mail services can be easily accessed with a standard WAP browser.

Webmail services can be easily access with free Opera Mini.

Downloadable email clients are available, including free Google Mail.
For others, check GetJar.com

While Cingular disabled the email client on the Cingular-branded V3xx,
it can be restored with a hack (documented on the Internet), and will
then work with standard Internet email services.

You can always buy an unlocked generic phone -- there's no reason to buy
from Cingular other than price, and TANSTAAFL.
