That's true on my ThinkPad 600, but not on my ThinkPad T41, which gives
speed no higher than 960,000 bps. The only difference I can find
between the setup in the two machines is that the former has a USB 1.1
port, whereas the latter has a USB 2.0 port. It may be that the driver
only sets 12,000,000 bps on a USB 1.1 port. More checking underway...
