It isn't. The people who run the Internet are keenly aware of potential
security problems and take counter-measures that the people who
run private networks often don't think they need (or aren't trained
to know about, or don't have the budget for.)

But before you can flush this answer out to a 500 word homework
answer, you should research more closely what the Internet -is-
and is not.

Statistics. On a private network of 20 people, they might all use
good passwords, but by the time you get to several million people,
you *know* that if you look long enough, a whole bunch of those people
will use the password "wizard".
