verizon does cripple the bluetooth on their phones, but you can
transfer wallpaper and ringtones w/out hacking the phone- you just use
a serial cable profile. there's no problem transferring via a cable
to begin with- they just don't provide you the software to do it.
bitpim is the most popular choice for transferring files.

and since this conversation is in the context of the iphone, it should
be pointed out that the iphone has the same limitations on using user
ringtones, and the first reports are that the iphone's bluetooth is
also crippled... and more so than most verizon phones- for example,
verizon bluetooth phones have been coming w/ their dial up networking
profiles enabled, which is not true w/ iphone...
