Default Orange blocking roaming on some networks??

Have just been abroad to Netherlands and France, roaming with Orange
contract 6230i.

In both countries my phone would not allow me to use some of the
networks there even though I know Orange has a full roaming agreement
with them.

In the Netherlands: allowed were Orange NL (no surprises) and KPN (?)
Barred were T Mobile NL and Vodafone NL. If I tried to connect to them
manually phone (Nokia 6230i) said No Network Access.

Asked Orange roaming dept about this when I got home and they said it
was odd and I should call again when next abroad, so I did, when I was
in France. This time:

Ofange F and SFR (Vodafone?) were OK, but Bouygues Telecom was
blocked. I have roamed with them before but couldn't this time.

So I called Orange Uk up from France and they said if I had a working
network of any kind they would not do anything.

Bit worried I'll go to a country with only one net and won't be able
to use it if the problem is with my account.

OR...

are Orange cunningly blocking some networks who don't give them the
best roaming deals. I mean how many people would even realise?

So, have they reduced us to the 2 networks in each country they get
the best deal from?
