Don't know but I did encounter the same problem in India and Sri Lanka
earlier this year (and then in Belgium and the Netherlands in May of this
year). Whilst in Sri Lanka I ended up using a Virgin account because of a
lack of network access on Orange despite the fact that, according to
previous experience, the Orange account should have been able to roam on all
networks.

I called Orange who explained that the problem "may" (!) have been due to
the fact that I was using a pre pay account. I'm not convinced by this and
although I didn't have contract account to test with I know that the pre pay
account used to work on a wider variety of networks.

Just more bollocks from Orange if you ask me - they used to provide a good
service but now offer far less value for money and service quality than
T-Mobile (which is saying something).
