I'll go out on a limb and say it's a hoax. CPNI laws require that
telecommunications companies use an 'opt-in' program, not a an 'opt-out'
program to use information in this manner. Verizon would be well aware of
these regulations and would not be willing to pay the fines for such a
brazen violation.
