The only way to track someone via IP is to get a court order from a judge and serve his ISP with a subpoena and order (usually only issued to Law enforcement), and even then it may be difficult. You will have to file a formal lawsuit against him, get a convincing lawyer and get a judge to agree with you. I doubt that will happen.
