It sounds like you're mostly interested in text messages

There are some mobile Java programs which send an equivalent over wap/
grps data, such as Vyke, smsbug, mobisms, costing 2 to 5 cents each,
plus a penny or two to Orange for the data. Vyke is the cheapest at 2
US cents, and they'll give you $1 of free credit to start with - use
Vyke Lite not Pro, as the latter uses up more data hecking for
messages all the time

There are other global SIMs apart from Oneroam, which has an Estonian
number; some had Isle of Man numbers but they aren't working at the
moment, or see also United Mobile, with a Jersey number.

Not all local SIM have cheap calls - either Vodafone Spain with a 60
for 1 minutes option, or Yoigo or Carrefour have cheap local rates you
could use with a calling card to reach UK, or Lebara can dial direct
for about 5p/min to UK landlines, plus a connection fee of about 30p,
but I don't know anyone who's bought one yet.
