A true congestion tone should be heard before any std pips.

I get the same result myself and since I'm not with telstra, I dont normally
get any std pips, so someone has bodged that up like that for some reason.

Most likely someone's silly idea about what makes sense now
that they are legally required to present their caller ID, when
someone trys to call it and they dont want to answer the calls.
