Can you access Internet?
If not, your PC may not be configured right. Check your TCP/IP settings.
Make it auto to botain an IP automatically.
Check also other pc's TCP/IP settings to tell what's the right settings for your network.

If you can access internet, this mean that you have an IP which is different from your modem IP range. Thus you're considered to be in a different network and can't access modem's page or ping to it.
