Works here too. Telstra offer it (for a fee of course) and Voda used to
(don't know if they still do).

And who says you get billed for SMS that don't get delivered? My bills
with Optus over the years have often shown a 0c charge for x number of
SMSs that weren't delivered (recipient was out of range for longer than
the max. TTL for SMS on the network).
