I presume you have set the laptop to automatically connect to any available network?
How do you know it is attempting to connect to your home network and not connecting to one of your neighbours?
Try switching off your router and see if the laptop still connects to a network and gets a 192.168.123.xx address.
If it does I suggest you set your laptop to only automatically connect to your home network and any other networks you have listed set them for connect on demand.
