Simply not true.

Ridiculous analogy. Bus systems are very heavily subsidized, and the
real problem is that no more subsidy funding is available. Typical fare
box recovery is no better than 20%.

Seems unlikely, since there is no difference between 2G cost and 3G cost
for any other device. Cost is by device, not class of service.
