But it's a bigger problem with Verizon- they won't activate a "smartphone"
for cellular service unless you also activate a data plan, even if you pay
full price or buy it on eBay.

However, AFAIK, you can opt for a $0/month and $x/MB "pay-per-use" data plan,
then deactivate cellular data (on the phone itself) to prevent paying the
high per KB data charges.
