I guess you mean 192.168.1.255:137. And the 137 obviously is not meant as an
IP protocol number, but a TCP or UDP port.

What exactly is "it"?

Sure they aren't. How could they? They're not supposed to hold any
information why "it" (whatever you mean) keeps telling you about a local
broadcast of NetBIOS messages despite you having turned it off.

And this changes exactly what about "it" telling you wrong stuff?
