Easy. they have low expectations and are probably used to dialup. Either that or
they're bullshit artists or simply out trolling.

In any case, even the Telstra website says "500kbps to 3.6mbps" (or thereabouts)
when talking typical speeds.

So it's not inconceivable that people may be experiencing the low end of the
scale, and perhaps even lower.
