However many 9's POTS/ISDN lines have, the providers are
demonstrably more accountable than VoIP over ADSL providers - simply
because teleco's provide, for example, in BT's case 24x7x365 cover on
POTS/ISDN lines whilst such cover on ADSL lines (even business ones)
is still very rare. You get it on SDSL, but at a very high premium.

I know that my ISDN line did not go down for several years as it
would have been in my router logs - plus I was typically connected for
3 days at a time (Smurftime) before I moved to ADSL ;-)

Besides, with VoIP it is not just the hardwired phone (or adaptor)
and teleco network that has to fail for loss of service, the phone's
BIOS, the PC, the DSL line or another network component could fail -
the failure rate of VoIP is intrinsically higher due to the number of
discrete components involved.
