The original plan was for 3G RAN to be shared, with the possibility of this
extending to 2G RAN/BSS as things worked through. In the event, network
sharing didn't work out but Voda & Orange do now have formal site sharing.

These things take time to "exhibit" themselves on the ground where new sites
are concerned, and I assume at some stage there'll be site consolidation
too - dependent on lease renewals, planning approvals etc.
