If the WEP settings are incorrect between devices no traffic will pass, even though the connection will appear to be connected. The IP address is assigned to the PC from the DHCP service in the router so if the link is not working you can't get an IP.

I'd recommend getting WEP set up again, just double check those settings while your configure it.
