Typically, it's trying to fetch email or synchronize PIM data
(contacts, calendar) over the air. My guess is that the last owner's
data, apps, (or at least his connection settings) are still on it.

A "hard reset" (removing all data with the "clear storage" function
in the settings) will probably s top it from trying to connect.

This is another example of why pay per use data or small data plans
are so dangerous for smartphone owners. Because your phone isn't
activated its giving you warnings and errors. If it was active, it'd
just be happily siphoning data from your plan without saying
anything!
