Just shows how little understanding there is of SMS where you are.
Texting is not instead of calls. It's a completely different form of
communication.
Lots of places have effectively unlimited call minutes (well, the user
has been suckered into a price plan with too many minutes included so
as to get a subsidised handset) but that doesn't stop them texting all
the time.
