Ok ive sorted it

Ill give the answer for anyone who has the same problem

Apparantly a lot of people have problems with the Belkin software, deleting this, then installing the hardware again plus drivers will mean Windows will sort it all out. Although not as quick to detect a signal it does keep its settings after the PC is turned off.

This seems to work although why it is different to all the other PC's on the network is still a mystery.
