The 6310 doesn't have BlueTooth, so I assume you mean a 6310i?

You don't happen to have an Israeli handset do you? They used (could still
be) to have BlueTooth disabled. Next thing to check is firmware (*#0000#) -
if it's less than 7.00 (which is the latest and last version) get it
reflashed.
