I have the same problem at home with my brother. Unfortunately there's no really easy way to do this, unless you want to install something like netlimiter on her PC.

There are better ways to do this, but it would mean putting a firewall/router like smoothwall in between the network and the internet (which requires another pc, but only a crappy old one).
