I may be misinterpreting what you want, but unless I'm mistaken, you may
just need an extra product added to your account by Orange CS to allow
(albeit without any CS support being available) VPN access.

Speak to CS (might be worth dealing with Data CS to save hassle) and ask for
"Internet Link" to be added to your account. Once done, change your internet
settings to use "internetvpn" (I think - a long time since I used it, if not
someone else will soon be along to correct me) instead of "orangeinternet"
as your access point.

With the P990 being a 3G phone already, this may be the solution you're
looking for?
