Default Setting up Free WIFI Hotspot, Advice?

Hi Guys,

I’m looking at setting up a Free, open, Wifi Hotspot at my house,
My hopes are to spend less than $500. Id like to get free Wifi to as many people in my area as I can...
I currently have a Very large Cap high speed connection that Im not fully using, and it’s a waste, but for the price I pay I don’t wish to change to a new plan. I get 60GB cap per month..

What Hardware is best for getting the max range..?
A range of 1-2km would be a dream...

I have been looking at:
2.4GHz 15dbi Omni directional
$149.00
From
Go Wireless NZ Shop 802.11 Wifi Omni Antennas

And

Senao ECB-3220 400mW(26dbm) Wireless Indoor Multi-Client Bridge/AP/ WDS. $277.00
Go Wireless NZ Shop Selling EnGenius Senao 802.11 Wifi Access Points, Bridges and Client Adaptors

I would put the Senao in a water tight box on the roof next to the Omni.

I currently have small netgear DG834G home, AP/ ADSL modem. So this setup would just be on top of my current home network.

Any Advice on Better ways to go about it, Hardware, maybe router software / Linux hotspot software, As I said I have some money to put into this but the less I spend the better, as Im not making anything out of it.

Would also be kool if I could control the speed based on the number of users, so not one user hogs it all..
