If you have any copies of a bill prior to July 2006, you'll see a
"federal tax" listed. If you do the math, you'll see that it is 3% of
your bill (your monthly plan rate + VZW surcharges + state & local
taxes...yes, the feds tax other taxes). This is the federal excise
tax that you are entitled to be refunded for the 41 months after
2/28/03 to 8/1/06. VZW cellular service falls under the "bundled
service" mentioned in the link.
