You can always change up.

However you cannot change down until you have completed half of the
contract.

It used to be that you could then change down as far as you liked
immediately you reached the half way point

It was then changed to change down by one price point only per month
(I suspect that this may be the rule that applied when your contract
was set up).

For new contracts this has been tightened up still further as you can
only change down one price point for the duration of the contract.

The above is how business contracts on Orange work: AFAIK consumer
contracts follow similar rules.
