Are ATT Samsung smartphones locked to ATT wifi??

A friend of mine approached me at breakfast to solve a wifi problem with
his new Samsung smartphone on ATT. I've already forgotten the model of it.

Anyways, it will not connect to his home wifi successfully even if the
hotspot isn't password protected at all! Every other device works fine on
his internet over wifi, but not this ATT Samsung phone.

It simply won't complete a connection, even though it can see his node from
the list with full scale RF.
