Default I thought US GSM phones had a max power of 2 watts in the 850Mhz band???

According to the FCC web site, my phone, the Nokia 2320 has a max ERP
in the 850Mhz band of 1 watt, not what I thought it was, that being 2
watts. I thought 800Mhz was 2 watts and 1900 Mhz was 1 watt....what
gives??
