Can only speak of one area--AFAIK ATT (and Cingular) has never passed
anything but number in Texas--the name (if the landline recipient (ATT)
is paying extra for the CallerID+Name service) shows as "Wireless
Caller". "Enabling" name at the account level is a new one on me.

It seems to be different in California, then. My name shows up on
calls I make from my AT&T cell phone to landlines even though this
is not a service I asked for. The name also comes with calls from
Sprint cell phones, if I remember correctly, though calls from Verizon
cell phones come with some variant of "Wireless Caller".
