Tethering

I'm posting my question here because I am new to AT&T wireless. I have been
with Verizon wireless for many many years but am being transitioned to AT&T
wireless due to FCC regulations. I'm not too excited about this, but will
make do the best I can. I just received my replacement phone, a Samsung
Rugby2. I was thinking, even prior to the transition, of signing up for
broadband Internet access, 3G, 4G, or whatever. I already have Wi-Fi on my
laptop but there are some places where there is no access to Wi-Fi. Dial-up
is out of the question. I do not want to purchase another device, If I don't
have to, so my question is; can I tether my Samsung Rugby2, via USB or
Bluetooth? Also, can someone tell me what an access plan will cost per month
or a link to that information. I do not have an account yet with AT&T as the
transition is scheduled for sometime in April. What I'm doing now is getting
everything lined up for the switch.
