Default Canadian data roaming: Why does WFATT charge so much?

....if you use a WFATT (formerly Cingular) laptop data
card on a DataConnect plan, they'll bill you $0.015
(1.5¢) per kilobyte (K for data accessed while
roaming in Canada. At these rates, I estimate that
the main page of the following web sites would cost
as follows if accessed just once from Canada with a
WFATT data card (in US dollars):

http://www.cbs.com (1200K ... $18.00
http://espn.go.com (3800K ... $57.00

The rate is most amazingly high, but of course one
could simply opt to not use the device in Canada.

But this puzzles me:

My brother lives in the US, half a mile from Canada,
and while using his WFATT phone from his US home, he
finds that it often connects via one of the Canadian
towers of Rogers Wireless, WFATT's Canadian roaming
partner. He typically ends up with a few charges
for Canadian roaming and shrugs them off. WFATT won't
block Canadian roaming capability for cellular
telephone service for him (or any other post-pay
customer; on the other hand, WFATT's prepaid customers
are mandatorily prevented from roaming in Canada).

Now he's contemplating getting the DataConnect
$59.99/mo plan. Cingular told him that they won't
block Canadian roaming for his data account either,
so any unintentional use of the Rogers network for
data could cost him a lot of money. This possibility
may be a deal-killer for him.

Does any of you know why WFATT's rates for Canadian
data roaming are so high?

Does any of you know why Cingular declines to block
Canadian data roaming for those customers who would
like it blocked?

Do I misunderstand the DataConnect price structure?
