* You're in Puerto Rico?
* Is the V3xx Cingular-branded, some other brand, or generic?
* Has it been modded in any way?
* Did you buy it from Cingular itself, an auth dealer, or someone else?
* Does it show the EGPRS icon in a Cingular company store?
* How many bars of signal are you getting?
* What data speeds are you getting?
* Does it show the EDGE (EGPRS) icon in any location?
From an EGPRS(EDGE) mobile device (handset) point of view, there's no
real difference between EGPRS and GPRS, since EGPRS modulations are
essentially just faster versions of GPRS given an EGPRS-capable tower
and sufficiently good signal. So measure speed before assuming you're
not getting EGPRS. Speed is, after all, the whole point.

Sounds like the phone is having difficulty holding higher EGPRS speeds.
The signal may be insufficiently good, or the phone may be defective.
Get the phone replaced. And compare the speed to the W600i, which may
be reporting EGPRS even when connected at GPRS speed. (Slower EGPRS
speeds are similar to GPRS speeds, but are still EGPRS, not GPRS.)
Again, what matters is what the phone delivers in terms of speed, not
what icon it shows.

Not really -- the bulk of relevant traffic and users are on
alt.cellular.motorola and alt.cellular.cingular. alt.cellular.attws has
largely atrophied except for fragments cross-posted by those with
childish agendas.

Why is this such a big deal to you?
Obsessive compulsive? Let it go and enjoy your life.
