Questions about Blackjack UMTS 2100 DCS functions

The Samsung web site states the following for the Blackjack. (Refer
to: Blackjack FAQ List > Specifications > Network)

"UMTS 2100 MHz: This device also contains 2100 mHz DCS functions that
are not operational in U.S. Territories."

My questions for this group are:

What exactly does "DCS functions" mean? Does this imply the Blackjack
has full UMTS-2100 capability or only parital UMTS-2100 capability?

How do I get these "2100 MHz DCS functions" to operate when outside US
territories?

In GSM and DCS (2XGSM) phones, frequencies are filtered through a
lowpass
filter. The method of modulation used in GSM is called Gaussian
Minimum Shift Keying (GMSK). The PLL is digital. In GMSK there
is a time slot by which the PLL has to be completed.
