That's changed -- FCC rules now require standby power.
(I've posted the citation here previously.)

He did read one article about so it must be true... And it would be
anecdotal but he could go and look at the tmobile pedestal that services
his house and note that there is no generator.

Maybe he could post a citation that they are now using new Japanese
miniaturization technology to fit a generator and fuel source in 4 cubic
inches...
