Roaming on Cingular/ATTWS in Manilla Philippines and Taipai

I will be spending some time in the next several months in Manilla and in
Taipai and would like to understand if having a ATTWS phone will provide me
with service in those areas. I have the following questions for which I
would really appreciate an answer.

1. How much will it cost me to roam in Manilla?

2. How much will it cost me to roam in Taipai?

The phone would be a smartphone with ability to access the internet from the
phone only and not from a laptop.

3. Will I be charged for accessing the internet when I am in Manilla? If so,
what is the cost?

4. Will I be Charged for accessing the Internet while I am in Taipai? If so,
what will be the cost?

There are no such cities as Manilla and Taipai.
