Default Swapping 3G SIM with non-3G SIM

Will a 3G SIM work in non-3G phone, and vice versa, or will different
speeds and architectures not allow this?

All I want to do is be able to make and receive calls. I don't care
about media, browsing, email, etc

I've got two phones that I'd like to switch chips with each other.

The only difference is the letters 3G painted on the front.

Well not really, but a non-3G SIM will work in a 3G or non-3G phone (you
won't get 3G in a 3G phone with a non-3G SIM. Similarly, a 2G or 2.5G
SIM will work in a 3G phone, you just won't get 3G data speeds.

I did see something that stated that there were some issues with the HTC
phones where you couldn't use a non-3G SIM, but it wasn't clear if this
was because the handset wasn't really unlocked, or if it really required
a 3G SIM.
