TracFone doesn't recognize incoming calls...???

Any thoughts on why my Tracfone, C261, doesn't 'Always' ( Sometimes/
Rarely ) recognize incoming calls with numbers that are in my
phonebook... instead it lists the number, a perfect match for the
number in the phonebook, but fails to display the callers name...
Occasionally...??? after a day or two, sitting in the Recent Calls
file, it WILL display the callers name...???

Also: speaking of this same phone model, i changed the SIM card in a
Different Phone, Same model, to match my old phone number, and
thereafter, i never worked properly, after MANY, MANY calls to
customer support, i finally got most of the features turned on, but it
still doesn't allow internet communications...
Curiously, i can send TEXT messages, but NOT Text Messages with
pictures...???

What is the deal with Internet Access... i keep getting an ERROR
MESSAGE: 403 FORBIDDEN...!!!
it won't let me connect with any mobile services...???
