Welcome to GSM. Every stinkin GSM phone I've had does this if you're
too near baby monitors, powered computer speakers, clock radios, etc.
It's awfully annoying and I agree with you, this sort of shit shouldnt
be happening on an FCC class C device.
You'll also notice that the noise gets rather constant ahead of call
reception, so you can pretend to be psychic about incoming calls...
