Default any way to stop annoying Razr behavior?

Been using a Razr V3 for a while know, it has one annoying habit that
i'd like to know if I can stop... if someone calls me and leaves me a
voicemail, it'll ring every time the phone reacquires its signal until I
check my voicemail. this is really annoying as on my regular commute
home from work, I lose/reacquire signals quite often, and I'm often
stuck in bumper to bumper traffic in an area with marginal signal. Any
ideas?

you could turn off the phone until you get home...

Settings>ring styles>styles detail>reminders>choice of beep,vibrate or off

You can do it with SEEM edits.

This is not Razr behaviour, but your network.

If only they still had answering machines in phones (like my 250i)

No it isn't. The reminder tone can be set to play any sound file or to
silent. If he doesn't have the menu option on his phone he needs to turn
it on with a SEEM edit.

He goes out of coverage.

He comes back into coverage.

His network notices this and knows it has voicemail so it rings his phone to
try and play him the messages [taken while he was out of coverage].

This is what the OP says is happening, not that the phone makes a tone when
it comes back into coverage and the message icon is set.

So it is not Razr behaviour, but his network.

Sure he can turn the ring off on his phone, but then other calls wouldn't
ring either.

Rather more sensible would just be not to leave messages on voicemail.

I think what he is hearing is the reminder tone but even if it is the VM
notification tone being resent, he can change that as well to something
that will be less annoying or even silent. Since he says he has no menu
options for this (VZW?) then he can do SEEM edits to turn on the missing
menu items or make the changes. Of course, he could just switch to
vibrate for the commute.
