"Bars" are the equivalent of the blinking lights on a "Hollywood" computer.

Can you make phone calls from your phone? Can you receive calls? If
you answered "Yes!" to both questions, don't worry about it.

If you answered "No" to either or both questions, it's time to either
get your phone repaired (if possible) or to replace your phone with a
working phone.

To be fair, "bars" frequently have some relationship to the strength of
a received signal! What that relationship actually is, is usually not
specified!

"Emergency Only" suggests to me a broken relationship with your service
provider or something like that.

A talk with your service provider might provide some enlightenment!
