Nokia 1100 can't receive from SMSC ?

Hi,

I am working in a telecommunication company.
And my company has lunched a service which works as follow:
subscriber A should calls a short code (e.g. 505), and required to
type subscriber B GSM number.
subscriber B should recieve SMS from SMSC.

the problem is:
If subscriber B is nokia 1100, he couldn't receive the sms, Why? What
is the solution?
