self-signing (devcerts) without MS Windows?

Is it possible to do self-signing (devcerts) without any access to MS
Windows? (only have Mac OS X or Linux)

Can you point to a page with such instruction?

I did think about that, but that's mean buying MS Windows full version
(USD 189+) and may have to buy the VM as well (unless I can bear the
slowness of QEMU).

In that price point, it is better just return this Nokia and get
better device that less tethered to MS Windows.
