Default Calls dumping direct to voice mail

About 2-3 times a week, incoming calls don't ring on my phone but are
directed to voicemail. My phone is fully charged, turned on, not being used,
and in strong signal area. Callers report hearing a few rings before getting
dumped to voicemail.

Is this a phone issue (my problem) or a system issue (VZW's problem)?

Who is this Alcatel entity ?

"Wednesday, March 28, 2007: Verizon Wireless and Alcatel-Lucent have
entered a three-year agreement worth an expected $6 billion for
Alcatel-Lucent to supply a wide variety of network equipment, software
and services supporting Verizon Wireless' ongoing network expansion.
In addition, the agreement calls for Alcatel-Lucent to enhance Verizon
Wireless' existing CDMA2000 1X network.
....
Commented Cindy Christy, president, Alcatel-Lucent's North America
business, "We are proud of the confidence Verizon Wireless has in our
abilities and our comprehensive and extensive portfolio of products,
solutions and services."
....
Verizon Wireless will also buy optical and wireless transmission
products, including MDR 8000 digital microwave radios and optical
networking gear. The Metropolis DMX product family, will look after
bandwidth management and mobility traffic back haul.

The deal is good news for Alcatel-Lucent which has been having a bit
of a time of it lately as it tries to carry out its merger. In
February it said that it would cut 12,500 jobs, or 16 percent of staff
mostly as part of its recent marriage between the two technology
companies...............

"J.H. Holliday" <doc@okcorral> amazed us all with the following in

Could be a saturated network. If there's no bandwidth for the call to use,
it will kick right to voicemail.

Is there a possibility you didn't hear it ring? My Moto V9m has the
ringer volume on the outside where I often turn it way down accidently.

I think sending received calls to voice mail is the first thing
Verizon does to limit load when a tower's usage begins to approach
capacity. It attacts many fewer complaints than the alternatives (i.e.
failing outgoing calls or dropping calls in progress).

This happens to me almost every day in the SF bay area.

Ditto Dennis and Bob. It's likely a cell capacity issue. I used to
have that problem when I was with VZW, usually on Friday evenings. I
have a similar issue with Alltel now, but I think it's a quirk in the
phone. I tend to leave it on 24/7/365, but found if I turn it off
then back on every couple of days, I rarely have the problem. How
long does it take for you to get the VM notifications?
