Yes. PagePlus.
You can activate _most_ Verizon prepaid InPulse phones on PagePlus here
for $5.99: "http://www.uglyeric.com/activation.html". You can sometimes
find slightly cheaper activations on eBay, search for "page plus
activation" on eBay. However the packaging of the InPulse phone says
that you can't do this. I suggest that before you open the phone package
that you try to activate it (the ESN is usually visible from outside the
package), so if it won't activate you can return it. However "UglyEric"
won't do a refund, but some other activators will. Or call PagePlus
customer service, give them the ESN, and ask if it can be activated.

The price per minute is 12 cents on the $10 card. But if you buy the $80
card they add $168 worth of time to the account (the $80 card costs
$73.72 from the source I list above). This brings the cost per minute to
about 5.3 cents. Then you can just buy the cheapest card ($10) every
four months to keep the account active (the $10 card costs $9.22 from
the source I list above).
Remember that you _must_ add more time every 120 days. If you fail to
add more time, then you lose any remaining time on the phone, so don't
forget to add at least $10 every 120 days.
