Connection restricted

I have a phone which I only use for calls, no Internet, gaming, or
messaging.
I occasionally receive a call but when I answer I get a message displayed of
"connection restricted" then disconnect. Could someone please tell me what
this indicates?

Perhaps if you gave enough info....

You know, like is this a new problem? Has anything changed with your phone
or service? Has the phone ever worked properly? Does this happen with all
incoming calls or just some? Does it happen all the time or just sometimes?
Can you make outgoing calls?

Does this happen with all incoming calls or just some? no, once a week or
so.
Does it happen all the time or just sometimes? see above reply
