DUN without data plan?

Can I get DUN using my Razr V3m without having a data plan? I remember
seeing somewhere (maybe here) that you can get DUN for free...actually
not really free, just using your minutes when online. I did have a data
plan only for a short while as I was travelling but cancelled it when I
got home. When I try to sign on now it connects then disconnects. Comments?
