I have complained to Altopia.com, the news server this individual is using. Please join me and copy
just one of his messages, showing full headers, to abuse@altopia.com What I wrote was:

Dear Altopia:
Someone posting from your news server is absolutely flooding USENET with spam, posting scores of
paranoid rantings to to hundreds of groups on a daily basis.

Here is just one message, with full headers:

Strangers in the street have. recognized me on sight many times, and shown
awareness of the current thread of abuse. To. give you one example, in 1992
I was seriously ill, and a manager. at work somewhat humorously said that
"it wasn't fair" that people were bullying me. A few days later,. I attended
for the first time. a clinic in London as an outpatient, and on my way out
was accosted. by someone who asked if "they had paid my fare", with emphasis
on the word "fare". He repeated the. word several times in this different
context; that they should have. paid my "fare", each time emphasizing the
word (usual paranoid ranting snipped)

annoying SPAM can be.

And if you'd like to go one step further, the IP for his website
(209.197.112.233) points to being hosted at Pair Networks in the United
States (Pittsburgh to be specific). I'm sure they would love to hear from
all of us...abuse@pair.com :-)

Likely because it seems like they are a decent small business operation
and not a faceless megacorp that only tells people how good they are.

The Brits did torch the White House in 1812 after all. Foreign
"friendlies" could be running around here up to all kinds of mayhem. I
don't defend him but given his history he'll be back...JG

I'm guessing more like scrambled satellite based handsets. NSA's
wiretapped network is fully bypassed...

Why should they? They have little or nothing to gain. It would be a
crime if you did it and it's no different for their agents.

And you would lose big, if your case was even allowed to go to trial.

The ISP shut down the person causing the trouble as soon as they were made
aware of the situation. That is all they have to do. And they may not
even be required to do that...CANSPAM only applies to email, not Usenet,
and this was obviously not a DMCA take down case either.

And for that same reason, you probably can't take any action against the
MI5 nut himself, because it wasn't email.

Finally, individuals cannot go to court directly against a spammer under
CANSPAM...only ISPs or other service providers. You might be able to take
him to small claims court, but you'll spend more than you can collect in
doing it, and if he doesn't live in your state, you can forget collecting.

What crime are you alleging? There's no doubt in my mind that usenet
would be a better place if off-topic posts meritted criminal sanctions
but it just doesn't work that way!!

the topic in Hundreds if not THOUSANDS of newsgroups that have no
relation with the topic itself... Creating a mess for all of us who
run and/or maintain news server operations. Thats right, I run a
newsserver and his tripe clogged up my spools.
No matter what I did, within reason, he changed his headers and repeated the
same garbage to all of those groups. That my friend is a Malicious
attack on the usenet NNTP providers on the world.

Its time that no one allows this to continue. Its time to
finally act and deal with this type of behaviour. Once and for all!

I use Thunderbird as a newsreader. I have Supernews as a news server. I
have no idea what this MI5 problem is. I have not received a single
message from MI5 or any other paranoid writer. I assume he/she is
paranoid from the complaint responses I have read here (no threaded
responses, only original messages, like yours).
